Suggestions to Stefan.

]1. Make like a prison. Maybe on an island next to Condic Island. There Coastguard and Police Department. Can prison people. Instead to have /arrest in their own department.
2. Make a bar that you can not /enter to. Lying on the beach.
3. Make Army's HQ little outside the City.
4. Make a harbor with boats that is buyable.
